> The Government of Samoa has applied for a credit from the International Development Association (IDA) in the amount of US$ 4.5 million equivalent toward the cost of the Telecommunications and Postal Sector Reform Project, and it intends to apply the proceeds of this credit to payments for goods and consulting services to be procured under this project. The project will include the following five components:

> The objectives of the proposed project will improve performance of the Information and Communications Technology (ICT) sector and assist the government in the implementation of a comprehensive reform agenda, which focuses on inter alia: (a) introducing competition and private participation in post and telecommunications; (b) advancing regulatory reform, and developing sector institutional capacity; and (c) extending access to basic telecommunications, postal and Internet services in rural areas.

> Procurement of contracts financed by the credit will be conducted through the procedures specified in the World Bank> '> s Guidelines: Procurement under IBRD Loans and IDA Credits <http://www.worldbank.org/html/opr/procure/guidelin.html>, January 1995 (revised January and August 1996, September 1997 and January 1999), and is open to all bidders from eligible source countries as defined in the guidelines. Consulting services will be selected in accordance with the World Bank> '> s Guidelines: Selection and Employment of Consultants by World Bank Borrowers <http://www.worldbank.org/html/opr/consult/contents.html>, January 1997 (revised September 1997, January 1999 and May 2002).
